MSI Installer Files Created

I decided that it would be better to produce proper MSI files for Windows installation. It reduces the chance of problems with Windows Defender, and feels like a more professional way to distribute the game than through zipped files. I've also updated the target framework to .net 8.0 because the previous target framework was out of support.
